There was a time when the word “Namsan” itself symbolized fear. Much like the Korean Central Intelligence Agency’s motto, “We work in the shadows and aspire toward the light,” the space referred to as “Namsan” covertly observed society while carrying out surveillance, control, and torture against citizens without hesitation.
Memory 6 Exhibition Hall, built on the former site of the KCIA’s Bureau 6 where state violence and human rights abuses were committed, was designed in the shape of a mailbox as a gesture toward remembering and communicating painful histories. The postcards left by visitors who passed through the space were filled with commitments to remember that era so that such dark histories would not be repeated.
Responding to these accumulated voices, the exhibition Bird’s Eye View sought to translate into directional images both the gaze through which Namsan overlooked the city during the dictatorship and the traces of violence that remain only through testimony after having been concealed and erased. By intersecting multiple perspectives on “Namsan,” the exhibition hoped to recall the quiet gaze of state power that continues to operate even now, while raising the question of what it is that we must continue to remember.
In this exhibition, 400VIEW participated both in the exhibition planning and with two video works: Bird’s Eye View (2022) and Two Seats (2022).

In this exhibition, 400VIEW presents Bird’s Eye View, a video essay that traces the relationship between the former military regime—whose presence remained concealed while surveilling citizens and sustaining dictatorship—and the lingering historical traces of “Namsan,” once a symbolic site of state power during the era of military dictatorship, now diluted into the status of a tourist landmark through the iconic visibility of Namsan Tower at the center of Seoul.
Alongside this work, Two Seats is also exhibited: a simple loop video that directly utilizes the preserved layout of the interrogation room within Memory 6 Exhibition Hall, drawing attention to the position in which the interrogator remains hidden in darkness while facing the other seat.
